I'm trying to book fast pass+ tickets and each time I choose the best option it'l leave out 1 -2 family members -saying they have "already reached their maximum fp+ allowance even though we haven't made any fp+ selections yet.

You are not alone, this happened to me too! Because FastPass+ is still so new, there are some technical issues with the system. I was able to remedy one of my errors by logging off of the system, and going back in the next day. I did have one error that I could not fix myself and simply called the My Disney Experience Customer Service number at (407) 939-4357. They were able to add my 'non-eligible' party members to my FastPass+ selections over the phone!
