Hi! Coming to WDW in Feb '14 and staying at POR. We are Canadian and I recently read that with the new magic bands system, they are not sent to Canadian residents before the trip. Can I still book our fast passes prior to the trip without the magic bands?

It is correct that the MagicBands are currently only being shipped to Guests with a United States address. If you were selected to participate in the MagicBand testing going on, you will be able to customize your MagicBands online and you'll just pick them up at your Walt Disney World Resort hotel upon check-in. You will be able to make your FastPass+ reservations from home prior to leaving for your magical vacation as long as you've linked your Park tickets within your My Disney Experience
Some more great news is that you'll be able to make changes to those FastPass+ reservations while you're vacationing if you need to by using the My Disney Experience app on your smartphone. You'll find that you have access to all sorts of information at your fingertips, like making Advance Dining Reservations
and checking on Character greeting times.
