What are some of the best places for dining experiences for a 6 and 9 year old. I am looking for a fun experience that I know that they would have fun. I was told of a place that was purposely rude to you and funny but can not remember the name.

I'm wondering if you are thinking about the 50's Prime Time Cafe where it essential to wash your hands before dining and to keep your elbows off the table at all times. The wait staff is often in character, and the dining experience can be a real hoot as they enforce rules of etiquette.
Similarly, the Whispering Canyon Cafe is a riot where you want to be careful ordering an extra side of baked beans; it may end up being shared with the entire restaurant. Hoop-Dee-Doo Musical Revue is a hootenanny filled with all sorts of laughter and fun.
The Sci-Fi Dine-In Theatre can be a unique experience, too, since guests sit in cars while dining and enjoy the feeling that they are at an old drive-in theatre.
I'm also going to recommend the Coral Reef; the dining is elegant and lovely, but an entire wall of the restaurant looks upon an actual coral reef. Similarly, Sanaa places guests next to an African savannah where you might be able to look out at zebras and giraffes and the like (ask for a window seat).
Be Our Guest is Walt Disney World's newest restaurant where it often snows outside the windows. This one is incredibly popular, so early reservations (as early as 180 days out) are a necessity. Similarly, eating at Cinderella's Royal Table can also be memorable just to experience being inside the castle. Early reservations are important with this restaurant, too.
