I see the new Magic Mornings at DL will only be available to those with a 3-day + park hopper. Does this exclude annual passholders? I'm always disappointed that we can't attend the Toon-Town event with our AP room only packages. Will we miss these too?

I'm visiting Disneyland April 2013, then Disney World a week later. I'll be revisiting Disneyland park again in August 2013, so I'm considering a premier annual pass as most cost effective ticket. How do I upgrade regular park tickets and what's the $$?
