If my family has Disneyland passes that I'm making monthly payments on, can I upgrade to a Preimier Pass when I get to WDW? What is the cost of the upgrade, the difference between the passes? Do I continue monthly payments and pay cash for the difference

I am a Premier Passport holder and when I first upgraded I did so at Walt Disney World and I upgraded my Disneyland Deluxe AP to a Disney Premier Passport on the first day of my visit! The Premier Passport will grant you access to both Disneyland Parks as well as all of the Walt Disney World Parks for the year. Your expiration date will actually remain the same though, so be sure to check the expiration date on your current pass.
The cost will depend on the type of current AP you hold: SoCal AP, Disneyland Deluxe, Disneyland Premium, etc. The value of that pass will be applied as credit toward the purchase of the Premium Pass. And when it comes to the question of how it works with those on the payment plan, I have received mixed answers. It seems like you would be able to pay the difference and continue on your payment plan if you do the upgrade at Disneyland since that is where you bought your original pass. If you upgrade at Walt Disney World, you would be required to pay off the balance of your DL AP account in addition to the price difference between the two passes!
