Your question got cut off, but I think you are asking whether you have to be a guest staying in a WDW Resort in order to make a reservation at one of the restaurants within WDW and the answer is no. Anyone, staying anywhere can certainly make a reservation at any of the restaurants located in Walt Disney World. Just visit the Online Restaurant Reservation System
where you can search for which restaurants you are interested in dining at during your travel dates. Put in the number of guests in your party, the date you want to go, the restaurant you prefer (or a general list of restaurants) and you will be able to book it online if it's available. You will only need to give your First and Last Name, an Email address and a phone number you can be reached at during your trip. Good luck, hope you all have a wonderful dining experience at WDW.
