My father is a disabled veteran who has had three large back surgeries where they have placed rods and such in him. He has a difficult time standing in very long lines and they usually give us a pass so he does not have to. Is this still available?

Yes, Guest Assistance Cards are still available for guests who have specific special needs. Your dad will want to speak with Guest Relations upon arrival and speak with them about his situation.
