what are the swimming pools at animal kingdom lodge like in december? are they heated enough to swim if it is a milder florida day?

My family is staying at Bay Lake Tower in Dec! We would like to take advantage of the Top of the World Lounge to see fireworks. Can my children go to the lounge? Can we go to the lounge just to use the outdoor deck and not to eat/drink? Thanks!!

We are trying to plan a trip to WDW. Due to budget restrictions, I would like to book a Value Hotel, but my son has a medical issue that requires his medication to be refrigerated. Does WDW reduce the refrigerator fee in Value hotels for this reason?
